Cannot ID the very large blurred shadow/image of bird in the extreme foreground of the photo

forgot to mark the #carcass, which is only bones at this point
Scale marked is only the shadow of the scale. How do you mark an animal that has carried part of the carcass away to eat it? #golden-eagle
1/2 I marked 3 tags, but only two showed up in the data. Green (or blue #11), Black #47, dark blue #13.
